1 Introduction

At its meeting on 27 January 2023, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the first part-session of 2023 (Friday 27 January) to the pre-session Bureau meeting of the second part-session (Monday 24 April 2023).

Chapter 2 presents a list of decisions taken by the Bureau over the reported period which do not require ratification.

Chapter 3 presents a list of decisions taken by the Bureau over the reported period which have been already ratified by the Standing Committee.

An addendum to this report will be issued after the Bureau meeting of 24 April, which will include decisions to be ratified by the Assembly at the opening of the 2023 second part-session. Another addendum will be issued after the Bureau meeting of 28 April. It will include only the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees which will have been approved by the Bureau.

The Bureau will hold its next meeting on Thursday 25 May 2023 in Riga. The next meetings of the Standing Committee will be held in Reykjavik on 15 May and in Riga on 26 May 2023.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Follow-up to the first part-session of 2023 (Strasbourg, 23-27 January)

On 27 January, the Bureau approved the follow-up proposals to the first part-session, made by the Secretary General of the Assembly, as follows:

  • Recommendation 2245 (2023) on The Reykjavik Summit of the Council of Europe: United around values in the face of extraordinary challenges (paragraphs 24 and 25): decided to ask the Rapporteur of the Committee on Political Affairs and Democracy, Ms Fiona O’Loughlin (Ireland, ALDE), to continue to follow the matter
  • Debate on Recent tensions between Pristina and Belgrade: decided to seize the Committee on Political Affairs and Democracy to take into account in the preparation of the report on “The situation in KosovoNote
  • Debate on Addressing the humanitarian consequences of the blockade of the Latchin corridor: decided to seize the Committee on Migration, Refugees and Displaced Persons for report
  • Resolution 2482 (2023) on Legal and human rights aspects of the Russian Federation’s aggression against Ukraine: decided to seize the Committee on Legal Affairs and Human Rights for report
  • Resolution 2483 (2023) on The progress of the Assembly's monitoring procedure (January-December 2022) (paragraphs 9 and 10): decided to seize the Committee on Rules of Procedure, Immunities and Institutional Affairs – in close co-ordination with the Monitoring Committee – to take into account in the preparation of the report on «Modification of various provisions of the Assembly’s Rules of Procedure».

2.2 Standing Committee in The Hague (3 March 2023)

On 27 January, the Bureau took note of the draft agenda; on 2 March it updated it.

2.2.1 Request for a current affairs debate

On 2 March, the Bureau took note of the request to hold a current affairs debate on “Supporting Ukraine one year since the beginning of the Russian Federation’s large-scale war of aggression: the role of the Council of Europe”, and decided to recommend to the Standing Committee to hold this debate and to appoint Mr Iulian Bulai (Romania, ALDE) as the first speaker.

2.3 Second part-session of 2023 (Strasbourg, 24-28 April)

On 2 March, the Bureau decided to start the plenary sittings at 2:30 pm on Monday, Tuesday, Wednesday and Thursday. It asked the President to consider convening a meeting of the Joint Committee. It also took note of the request by the chairpersons of the political groups for the Assembly to hold a current affairs debate on “On the #RoadToReykjavik” and drew-up the draft agenda.

2.4 Standing Committee in Reykjavik (15 May 2023)

On 27 January, the Bureau took note of information provided by the Secretary General of the Assembly and decided to hold this meeting in the two official languages of the Assembly (English and French). On 2 March, the Bureau took note of the draft agenda.

2.5 Communications

On 27 January, the Bureau took note of the statement by the President of the Assembly. On 2 March, it took note of the communications by the President of the Assembly, the Secretary General and the Deputy Secretary General of the Council of Europe and held an exchange of views with the Secretary General.

2.6 Extension of references

On 27 January, the Bureau approved the following requests for extensions of references:

  • Doc. 15217, Reference 4563 of 19 March 2021 – validity: 19 March 2023, Deliberate germline editing in human beings: extension until 19 September 2023
  • Doc. 15223, Reference 4565 of 19 March 2021 – validity: 19 March 2023, Taking into consideration the impact of the fight against the Covid-19 pandemic on the mental health of minors and young adults: extension until 19 September 2023
  • Doc. 15269, Reference 4583 of 28 May 2021 – validity: 28 May 2023, Preventing addictive behaviours in children: extension until 28 November 2023

On 2 March, the Bureau approved the following request for an extension of reference:

  • Bureau decision, Reference 4560 of 19 March 2021 – validity: 19 March 2023, Implementation of judgments of the European Court of Human Rights: extension until 30 April 2023.

2.7 Election observation

2.7.1 Montenegro: presidential election (19 March 2023)

On 27 January, the Bureau approved the list of members of the ad hoc committee to observe this election and left it to the Presidential Committee to appoint its chairperson. On 2 March, the Bureau confirmed the appointment of Mr Joe O’Reilly (Ireland, EPP/CD) as chairperson, approved the final list of members of the ad hoc committee (appendix 1) and took note of the statement by the pre-electoral mission.

2.7.2 Bulgaria: parliamentary elections (2 April 2023)

On 2 March, the Bureau approved the list of members of the ad hoc committee to observe these elections and appointed Mr Andrej Hunko (Germany, UEL) as chairperson (appendix 2).

2.7.3 Türkiye: presidential and parliamentary elections (14 May 2023)

On 2 March, the Bureau approved the list of members of the ad hoc committee to observe these elections, appointed Mr Frank Schwabe (Germany, SOC) as chairperson (appendix 3) and decided that the same delegation would observe the second round of these elections. On 24 March 2023, the Bureau approved, by written consultation, the revised list of members of the ad hoc committee to observe these elections.

2.7.4 Conference “Elections in times of crisis: challenges and opportunities” (Bern, 9-10 May 2023)

On 2 March, the Bureau decided to include the institutional representatives of the Assembly to the Council for Democratic Elections as ex officio members, as well as to allocate a seat to a member not belonging to a political group to the ad hoc committee to participate in the conference. It also approved the list of members of this ad hoc committee and appointed Mr Damien Cottier (Switzerland, ALDE) as chairperson (appendix 4).

2.7.5 Annual meeting on election observation

On 2 March, the Bureau took note of the report of the meeting.

2.8 Václav Havel Human Rights Prize

On 27 January, the Bureau took note of the press release of the launch of the 2023 edition of the Prize. On 2 March, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly and re-appointed as members of the Selection Panel Ms Anne Brasseur and Mr Nils Muižnieks for a third term of two years starting from 1 June 2023.

2.9 Institutional representation of the Parliamentary Assembly in 2023

Following a consultation by written procedure, the Bureau approved on 15 February 2023 the nominations as set up in Appendix 5.

2.10 Issues raised by committees

2.10.1 Committee on Equality and Non-Discrimination

On 27 January, the Bureau took note of the updated terms of reference of the General Rapporteur on the rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people.

2.10.2 Committee on Political Affairs and Democracy

On 27 January, the took note of the letter by the committee informing of its decision to invite representatives of the democratic political forces for Belarus to its meetings during part-sessions and asked the Secretary General of the Assembly to look into the proposal that the same representatives could attend meetings of the other committees during the session week.

2.11 Participation of members in Parliamentary Assembly plenary sessions and committee meetings

On 2 March, the Bureau took note of the information memorandum on the participation of members in Parliamentary Assembly plenary sessions and committee meetings in 2022 in accordance with Resolution 1583 (2007). It noted that the statistics on delegations’ participation in Assembly sessions in 2022 resulted in a worrying trend, with regard to the participation rates of members in plenary sittings and in votes.

Therefore, the Bureau decided to invite the President of the Assembly to notify in writing the chairpersons of the delegations and the speakers of the parliaments concerned by low participation rates (Rule 44.10 of the Rules of Procedure and paragraph 7.2 of Resolution 1583), and to arrange a meeting with the chairpersons of the relevant delegations, i.e.:

  • the sixteen delegations affected by the measure planned under paragraph 7.2 of Resolution 1583 (average participation rate in Assembly sittings below 50%):

Bosnia and Herzegovina, Bulgaria, Czech Republic, Denmark, Estonia, Georgia, Germany, Hungary, Italy, Malta, Montenegro, North Macedonia, Poland, Serbia, the Slovak Republic, Slovenia;

  • the nine delegations affected by the measure planned under Rule 44.10 (average participation rate in committee meetings below 33%):

Andorra, Bosnia and Herzegovina, Bulgaria, Czech Republic, Denmark, Republic of Moldova, North Macedonia, Slovak Republic, Slovenia.

The Bureau also decided to publish the statistics relating to the participation of national delegations on the Assembly’s website.

2.12 Meetings elsewhere than Strasbourg and Paris

On 27 January, the Bureau authorised:

  • the ad hoc sub-committee of the Committee on Equality and Non-Discrimination, to participate in the Commission on the Status of Women (CSW 67), in New-York, United States, on 6 March 2023;
  • the Committee on Political Affairs and Democracy, to hold a meeting in Sevilla, Spain, on 11-12 May 2023;
  • the Committee on Culture, Science, Education and Media, to hold a meeting in London on 1-2 June 2023.

On 2 March, the Bureau authorised:

  • the Committee on Equality and Non-Discrimination and the Parliamentary Network Women Free from Violence, to meet in Marrakech, Morocco, on 8-9 June 2023;
  • the Monitoring Committee, to hold a meeting in Rome on 30-31 May 2023 (subject to receiving an invitation).

On 2 March, taking into account security concerns, the Bureau postponed the decision concerning the request by the Committee on Legal Affairs and Human Rights for its ad hoc sub-committee to meet in Ukraine, until the Committee is in a position to define the exact dates and places of the meeting.

2.13 Ad hoc committee of the Bureau

On 20 March 2023, the Bureau authorised by written consultation to set up an ad hoc committee to participate in the meeting of the OECD Global Parliamentary Network in Paris, on 4-5 April 2023. On 28 March, it approved by written consultation the list of members of the ad hoc committee and appointed Mr George Katrougalos (Greece, UEL) as chairperson (Appendix 6).

3 Decisions taken by the Bureau at its meeting on 2 March, and subsequently ratified by the Standing Committee

3.1 Composition of the Monitoring Committee

On 2 March, the Bureau, on the basis of proposals by:

  • the SOC Group, nominated Ms Kate OSAMOR (United Kingdom) as a member,
  • the EPP/CD Group, nominated Ms Zanda KALNINA-LUKASEVICA (Latvia) and Ms Denitsa SACHEVA (Bulgaria) as members.

3.2 References and transmissions to committees

On 2 March, the Bureau approved the following references and transmissions which were subsequently ratified by the Standing Committee:

  • Doc. 15688, Motion for a resolution, The situation in Iran: reference to the Committee on Political Affairs and Democracy for report and to the Committee on Equality and Non-Discrimination for opinion
  • Doc. 15691, Motion for a resolution, Promoting the revised Code of Good Practice on Referendums: reference to the Committee on Political Affairs and Democracy for report
  • Doc. 15693 Motion for a resolution, Ensuring Azerbaijan’s accountability for serious violations of international humanitarian law and its statutory obligations: reference to the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) to be taken into account in the framework of the report on the “Honouring of obligations and commitments by Azerbaijan” and to the Committee on Migration, Refugees and Displaced Persons to take into account in the preparation of the report on Addressing the humanitarian consequences of the blockade of the Latchin corridor”
  • Doc. 15721 Motion for a resolution, Excluding the athletes and officials of the Russian Federation and Belarus from participating in the international Olympic movement: reference to the Committee on Culture, Science, Education and Media for report.

3.3 Reply after consultation

On 2 March, the Bureau approved the following reference which was subsequently ratified by the Standing Committee:

  • Doc. 15571, Motion for a resolution, Transfer and resettlement of asylum seekers: reference to the Committee on Migration, Refugees and Displaced Persons to take into account in the preparation of the report on “Ensuring human rights compliant asylum procedures”.

4 Activities of the Standing Committee (The Hague, 2-3 March 2023)

The Standing Committee, meeting on 2-3 March 2023 in The Hague, with Mr Tiny Kox, President of the Assembly, in the Chair:

  • heard opening speeches by Mr Jan Anthonie Bruijn, President of the Senate (Eerste Kamer), and Mr Tom van der Lee, Vice-President of the House of Representatives (Tweede Kamer);
  • ratified the credentials of new members of the Assembly submitted by the delegations of Bosnia and Herzegovina, Bulgaria, the Republic of Moldova and the United Kingdom;
  • approved changes in the composition of Assembly committees;
  • took note of the draft agenda of the second part-session of the Assembly (24-28 April 2023);
  • ratified the references proposed by the Bureau (see Appendix 1);
  • held a current affairs debate on “Supporting Ukraine one year since the beginning of the Russian Federation’s large-scale war of aggression: the role of the Council of Europe”;
  • held an exchange of views on “#RoadToReykjavik: towards the Council of Europe of the future”, with the participation of Mr Martin Eyjólfsson, Permanent Secretary of State, Ministry of Foreign Affairs, Iceland; Mr Leendert Verbeek, President of the Congress of Local and Regional Authorities; Mr Bjørn Berge, Deputy Secretary General of the Council of Europe; and Ms Jacobine Geel, President of the Netherlands Institute for Human Rights;
