Global food security is under constant threat due to crises such as armed conflicts as illustrated by the Russian Federation’s war of aggression against Ukraine. In times of crisis, access to food becomes a critical issue, with far-reaching impacts both on individuals and global stability.

The Russian Federation’s agression has led to the occupation of 15 to 18% of Ukraine’s agricultural lands, resulting in destroyed farms and displaced workers. Ukraine’s agriculture sector has been severely impacted by constant shelling and fields mining. The blockades in the regions of Nagorno-Karabakh and Black Sea, in Africa and Middle East demonstrate how hunger can be weaponised in conflicts. By cutting off people from essential food supplies, the populations are forced into submission and famine.

Weaponising food exacerbates the migration crisis, putting immense pressure on neighbouring States. Migrants fleeing hunger are not just economic or conflict-driven refugees; they are also victims of deliberate manipulation. Neighbouring countries must manage the socio-economic consequences of such inflows.

The Parliamentary Assembly must call for increased accountability mechanisms to hold actors responsible for using food deprivation as a tool of war. Addressing the root cause of forced migration due to food insecurity requires international financial assistance and support for the creation and restoration of agricultural sector, which will reduce migration pressures and stabilise the region. A long-term solution should also include facilitating the safe return of migrants to their home countries once the security, including food security situation stabilises.

Ensuring sustainable food security is essential for maintaining global stability. By solving the issue of access to food and overcoming hunger as a tool of war, the international community can build resilience, and promote sustainable development and long-lasting peace.
