Eight years after the assassination of Daphne Caruana Galizia: where is Malta in the implementation of the Council of Europe's recommendations?

Many recommendations were addressed to Malta after the assassination of Daphne Caruana Galizia, notably by MONEYVAL on money laundering, by GRECO on corruption and by the Parliamentary Assembly on the political system. The follow-up to these recommendations, whether from the Maltese public inquiry into the assassination of Daphne Caruana Galizia or the Council of Europe reports, has been particularly unsatisfactory.

Eight years after the assassination, the alleged mastermind is still awaiting trial (in the first instance). His pre-trial detention has been so long that he had to be released on bail. What is at stake: the absolutely excessive length of criminal proceedings in Malta.

Daphne Caruana Galizia had faced dozens of SLAPPs-law suits before her death which strangled her financially and which, after her death, her family was forced to continue as defendants. The system has still not been properly changed in Malta.

What action does the Committee of Ministers intend to take to ensure that Malta fully complies with the recommendations contained in GRECO’s Fifth Round Evaluation Report and MONEYVAL’s 5th Round Mutual Evaluation Report?
