2025 - Fourth part-session

Summary

The Parliamentary Assembly of the Council of Europe has issued a resolution condemning the dire conditions faced by journalists in Ukraine during the ongoing conflict, emphasising the critical need to intensify efforts for the liberation of Ukrainian journalists unlawfully detained by the Russian Federation. The Assembly highlights the increasing dangers for journalists reporting from conflict zones, including targeted attacks and enforced disappearances, and stresses the importance of holding perpetrators accountable for crimes against journalists. It calls for political, economic, and diplomatic pressure on Russia to ensure the immediate release of these media personnel and urges stronger international cooperation to protect journalists' rights and uphold international law. Additionally, it advocates for reparations for journalists affected by Russian aggression and proposes sanctions against those responsible for violations. The resolution underscores the importance of international efforts, including support from member states, the European Union, and organisations like the International Criminal Court, to protect free media and ensure justice and accountability. The Assembly also introduces "Victory for Victoria", an annual commemoration honouring journalists who risk their lives to uphold the right to information in conflict zones, named in memory of Ukrainian journalist Victoria Roshchyna.
