In the draft resolution, after paragraph 1, insert the following paragraph:
"The Assembly considers that the threats and actions referred to above must be understood within the broader strategic reorientation of the United States, as formally articulated in its Agency Strategic Plan for 2026–2030. This reorientation prioritises unilateral conceptions of sovereignty, the subordination of multilateral institutions to narrowly defined national interests, and a shift towards power-based approaches that weaken the universality and binding force of international law with direct implications for Europe’s security architecture and the credibility of the rules-based international order."

"In this context, the Assembly expresses serious concern at the revival of doctrines grounded in spheres of influence, including the proclaimed “Donroe Doctrine” for the Western Hemisphere, which risks legitimising coercive practices, interventionism and unequal relations between States. Such approaches are incompatible with the principles of sovereign equality, non-intervention and peaceful settlement of disputes enshrined in the Charter of the United Nations, and undermine Europe’s long-standing commitment to multilateralism and collective security."

"The Assembly further notes that recent actions and threats directed at states in Latin America, including Venezuela, as well as pressures exerted on Mexico, whose parliament enjoys observer status with the Assembly, illustrate the concrete consequences of this strategic shift. These developments raise serious concerns regarding respect for state sovereignty and the prohibition of the use or threat of force, and call for a clear and principled response from Europe in defence of international law."

In the draft resolution, after paragraph 1, insert the following paragraph:
"Against this background, the Assembly stresses that Greenland cannot be treated as an object of strategic bargaining or acquisition. In accordance with international law, and in particular the principle of self-determination of peoples as affirmed in the Charter of the United Nations, it belongs exclusively to the people of Greenland to decide freely on their political status and future, without external pressure or interference. Respect for this principle is essential to the protection of international legality and democratic legitimacy in Europe."
