In the draft resolution, after paragraph 1, insert the following paragraph:
"The Assembly recalls that freedom of thought, conscience and religion, as protected under Article 9 of the European Convention on Human Rights, is not an absolute right. In accordance with the Convention and the established case law of the European Court of Human Rights, member States enjoy a margin of appreciation to adopt proportionate and legally prescribed measures aimed at safeguarding public safety, social cohesion and the rights and freedoms of others, including preventive legislation to counter radicalisation, extremism, coercion and harmful social practices, where such measures are necessary in a democratic society."
Explanatory note
While the report rightly emphasises freedom of religion and non‑discrimination, it gives limited attention to States’ legitimate responsibility to prevent radicalisation and harmful practices. This amendment recalls the need for sufficient legislative space within Article 9 of the Convention.

In the draft resolution, after paragraph 8, insert the following paragraph:
"The Assembly emphasises that religious education should make an important contribution to a democratic society. It further recognises that religious communities have a great responsibility, when passing on their faith, to convey not only their own beliefs but also respect for other religions and religious convictions. It further calls on parents, in raising their children, as well as all forms of denominational religious educational institutions, to teach respect for other religions and world views, and to ensure that religious education contributes to peaceful coexistence and social cohesion.

"The Assembly is deeply concerned that religion is increasingly being weaponised and used as a tool of propaganda and hybrid warfare. Referring to its Resolution 2540 (2024) 'Alexei Navalny’s death and the need to counter Vladimir Putin’s totalitarian regime and its war on democracy', the Assembly reiterates its recognition that the Russian Orthodox Church is being used as an instrument of Russian influence and propaganda by the Kremlin regime. It stresses that the hierarchy of the Russian Orthodox Church, led by Patriarch Kirill, functions as an ideological extension of the Kremlin regime and is complicit in war crimes and crimes against humanity committed in the name of the Russian Federation and in the pursuit of the Russkiy Mir ("the Russian World") ideology."

Explanatory note
In line with previous indications coming from the Council of Europe, including the Parliamentary Assembly, the religious dimension of intercultural dialogue is an effective tool to promote mutual understanding and social cohesion.
