1. The Parliamentary Assembly
regularly revises its Rules of Procedure to ensure that they are
up to date, consistent and effective. The last general revision
took place in 1999. Since then, numerous amendments have been made
to the Rules of Procedure themselves and a considerable number of
complementary texts have been added. Consequently, the rulebook,
containing the Rules of Procedure and some of these additional texts,
has become rather lengthy and unwieldy.
2. The Assembly resolves to restructure and streamline its Rules
of Procedure. The aim of this effort is not to introduce significant
amendments, but to make the Rules more user-friendly. The revised
structure divides the Rules of Procedure into four separate parts
(A.) Basic principles of the Assembly; (B.) Rules on the functioning
of the Assembly; (C.) Rules on the functioning of committees; and
(D.) Code of conduct for members of the Parliamentary Assembly.
To ensure the overall coherence of the entire body of its procedural texts,
the Assembly additionally resolves to restructure and streamline
its complementary texts.
3. The Assembly adopts its restructured Rules of Procedure contained
in the appendix to this resolution, which shall enter into force
at the opening of the January 2027 part-session.
