The Assembly, having been acquainted with the Report on the work of the Committee of Ministers,
Notes that this Report is nothing bettor than a confession of bankruptcy, regrets that for the past year the major portion of the recommendations of the Assembly have been either passed on to experts or transmitted to countless Committees for further, and seemingly interminable, study, or purely and simply set aside
Notes that, instead of acting as an inspiration, the Committee of Ministers has shown itself to be nothing but a screon between the Assembly and the various national Parliaments;
Has the greatest possibly reserves with regard to the capacity of the Assembly to continue to work in such conditions, solemnly warns the said Committee, that, unless there is a radical change in its spirit and in its methods, European unity will be irrevocably jeopardised, thus setting at nought the hopes of the peoples of Europe and seriously impairing their chances of resisting aggression;
and rejecting any further addition to the above, passes to the next item on the Agenda.
