The Assembly,
Considering that the number of children born of stateless fathers and mothers of the nationality of one or other of the member countries is constantly increasing ;
Considering that in some member countries nationality is governed by the principle of jus soli and that, in consequence, children born in one of these countries ipso facto acquire the nationality of that country;
Considering that in other member countries legislation in respect of nationality is based on the jus sanguinis, so that in these countries the children become stateless from birth,
Recommends that the Committee of Ministers invite Member Governments, where appropriate, to revise their legislation in respect of nationality, so that citizenship is ipso facto conferred on children born of a stateless father and a mother who is one of their nationals.
