The Assembly,

Welcoming the election of the judges of the European Court of Human Rights and the consequent effective establishment of that Court ;

Considering that all the Member States of the Council of Europe, except France, have ratified the Convention on Human Rights and the Protocol thereto ;

Whereas the present situation in France will enable the authorities of that country, in the very near future, to initiate the procedure for the ratification of the said Convention,

Instructs its President to communicate with the French authorities in the above sense.
