(a) The appropriate committees to which thedraft programme of work, Doc. 238, transmittedby the Committee of Ministers is referred fordiscussion shall draw up an opinion on thechapters concerning them and shall add suchparts of earlier Recommendations andResolutions as they may wish to see followed up,having reviewed the whole of the workpreviously undertaken.

(b) The Committee on General Affairs - inaddition to its task of pronouncing an opinion onthe political sections ot the draft programme ofwork - shall co-ordinate the replies of the otherCommittees. Further, as part of the wider reportwhich it has been instructed to prepare, it will berequired to draft the Opinion of the ConsultativeAssembly on the draft programme. TheRapporteur of the Committee on General Affairswould thus be considered as general Rapporteurfor the draft programme of work as a whole.

(c) When the Rapporteurs have prepared theirdraft Reports on those parts of the draftprogramme of work which would affect their own Committees, they shall get into touch withone another with a view to co-ordinating andharmonising the different sections of the opinionto be submitted.

(d) At the time the Report of the Committee onGeneral Affairs is debated in the Assembly, theRapporteurs of Committees will themselvespresent such parts of the draft Opinion of theAssembly on the programme of work as fallwithin the province of their particular committee.
