The Assembly,

1. Having studied the report by its Committee on Parliamentary and Public Relations on the circulation of Assembly texts to national government departments (Doc. 4187) ;
2. Considering that Assembly texts, which are public documents, should be brought to the knowledge of the relevant ministerial departments in member states ;
3. Noting that Assembly recommendations are not always communicated to the ministries concerned, and that it is even less certain that these ministries know about Assembly resolutions ;
4. Pointing out that it may be useful in some cases for texts adopted by the Assembly to be communicated to the governments of non-member states,
5. Requests its President :
5.1 to communicate after each part-session of the Assembly, on the advice of the Committee on Parliamentary and Public Relations, some of the texts adopted to the relevant specialist ministries in member states, specifying, in the case of recommendations, that the text is being studied by the Committee of Ministers, and sending with them the explanatory memorandum, the official reports of the relevant debates and, where appropriate, his own comments ;
5.2 to send the Chairman of the Ministers' Deputies a letter setting out the following points and asking for them to be discussed at a future meeting of the Joint Committee :
a the permanent delegations might consider whether the circulation of Assembly texts to national ministerial departments and in other interested quarters could be improved ;
b the question of circulating Parliamentary Assembly texts might usefully be discussed in each member state at an interministerial meeting ;
c in the case of member states with a federal structure, some texts should be communicated to regional governments ;
6. Asks its members, national delegations and political groups to ensure that all the ministerial departments concerned and other interested groups, notably the national political parties, are informed of the texts adopted by the Parliamentary Assembly.
