2. Concerned by the growing threat which terrorism constitutes against the protection of human rights and the safeguarding of democratic and parliamentary institutions,
3. Decides to keep under permanent review the phenomenon of terrorism and the measures taken in member states to control and suppress terrorist activities ;
4. Instructs the Political and Legal Affairs Committees to set up two sub-committees, which would operate jointly, to follow the progress of European co-operation against terrorism and make proposals for further action by the Council of Europe in this field.
