The Assembly,
1. Welcoming the draft European Convention on the International Validity of Criminal Judgments ;
2. Considering that this draft Convention constitutes an important step forward towards the implementation of justice at a European level,
3. Declares itself in favour of the draft Convention, subject to the observation made in paragraph 14 of the explanatory memorandum of the report of its Legal Affairs Committee (Doc. 2711) ;
4. Recommends the Committee of Ministers to open the draft Convention as soon as possible for signature by member states ;
5. Expresses the wish that the explanatory report be made public.
