The Assembly,
In response to the appeal made to it by the Special Representative in his progress report for 1956 ;
Considering that the co-ordination of activities in the field of manpower is essential at both the national and international levels ;
Recalling that it has already recommended on several occasions that the European countries should adopt a common European social and manpower policy in the different international organisations ;
Endorsing the wish of the Special Representative,
Recommends that the Committee of Ministers :
should urge Member Governments to co-ordinate and improve the working methods employed by their respective national administrations to deal with social and manpower problems ;
should ensure that the Ministers of Labour and Social Welfare take a more direct interest in work already being done by existing technical committees in the various intra-European organisations, with a view to coordinating these activities and promoting the adoption of a common European policy ;
should for this purpose invite the Special Representative of the Council of Europe to consider the possibility of convening, within the Council of Europe framework, periodical conferences of the Ministers of Labour and Social Welfare.
