The Assembly,

Considering that the European Convention on Human Rights is not open to accession by States which are not Members of the Council of Europe ;

Considering that it may be desirable to invite such States which possess the necessary qualifications to accede,

Recommends that the Committee of Ministers should instruct the Committee of Experts which is already examining various questions relating to the European Convention on Human Rights to draft amendments to the Convention providing for the possibility of accession by non-member States which possess the necessary qualifications, on the invitation of the Committee of Ministers, after consultation of the Assembly.
