The Assembly,

1. Welcoming the development in recent years of bilateral arrangements whereby internal postage rates are applied in the exchange of letters between certain member countries ;
2. Having regard to the Recommendation issued on this matter by the European Conference on Post and Telecommunication Administrations at its meeting in Munich in September 1963 ;
3. Believing that the application of internal postage rates to mail between all member countries of the Council of Europe would have a considerable psychological value in demonstrating to the peoples of Europe, in a practical way, the effect of European unity upon their daily lives,
4. Recommends that the Committee of Ministers :
a request member Governments, or, if national legislation so permits, the postal administrations of member countries, by the simplest possible means, to apply the internal postage rates for letters of the first weight step (up to 20 grammes or, in the United Kingdom and Ireland, one ounce), postcards and postcards with prepaid reply cards exchanged between member countries ;
b request member Governments which consider that they cannot, or cannot fully, implement the measures recommended in paragraph (a) above to inform the Assembly of the reasons which prevent them from doing so ;
c request member Governments to support the efforts of the European Conference of Post and Telecommunication Administrations which aim at creating the necessary conditions for an ultimate application of the internal rate to other weight groups and other categories of mail exchanged between member countries.
