The Assembly,

With regard to its Recommendations 249 and 268 on the ratification of Council of Europe Conventions ;

Having examined the note from the Committee of Ministers transmitting to it the information received from member Governments in accordance with Resolution (61) 6 on the ratification of Council of Europe Conventions (Doc. 1633) ;

Having considered the report of its Legal Committee,

Recommends that the Committee of Ministers :

1 Should advise member Governments, when making their annual report to the Committee of Ministers, in accordance with Resolution (61) 6, to explain, under paragraph (iii) of that Resolution, its reasons for non-ratification of certain instruments ;

2 Should transmit the report of the Legal Committee to all member Governments and ask them to take into account the observations made therein when they submit their annual reports ;

3 Should, when communicating to the Assembly information received from Governments on the ratification of Council of Europe Conventions, do so early in the year following that in regard to which the information is given.
