The Assembly,

1. Recalling its Recommendation 341 (1963) on the anti-noise campaign ;
2. Having regard to the considerations expressed in its Resolution 383 (1968),
3. Recommends that the Committee of Ministers
a Invite member governments :
to expedite research already in hand or to undertake further research into the effects of noise on health with reference to aircraft and to the problems posed by the supersonic bang ;
to avoid densely populated areas in siting new airports and to control subsequent development of land in the vicinity ;
in the case of existing airports situated in densely populated areas, to provide grants for the adequate soundproofing of hospitals, schools and homes in the vicinity ;
to elaborate, in the framework of international organisations such as the European Civil Aviation Conference (ECAC) and the International Civil Aviation Organisation (ICAO) and with the co-operation of other states not Members of these organisations, a common European policy on measures necessary to reduce the problem of aircraft noise and in particular to reach agreement before civil supersonic aircraft come into operation on banning supersonic flights over populated areas ;
to take all legislative measures necessary to give effect to these recommendations and to secure a common policy for their application ;
b Inform it of the follow-up it has given to the relevant part of the draft resolution on the effects of noise on health presented by the European Public Health Committee of the Council of Europe.
