The Assembly,

1. Having noted the report of its Committee on Culture and Education relating to the establishment of an international school in Strasbourg (Note) ;
2. Recalling its Recommendation 786 (1976), on the education and cultural development of migrants, in which it expressed the conviction that a variety of cultures could be a source of mutual enrichment for the societies concerned ;
3. Considering it desirable, in order to meet the needs of the international community in Strasbourg, to set up international schools at nursery, primary and secondary levels ;
4. Pleased to learn that the French Government has decided to convert the Lycée des Pontonniers in Strasbourg into an international school that will take in French and non-French pupils ;
5. Hoping that it will soon be possible also to cover the whole primary level ;
6. Conscious of the particular problems facing foreign language speaking children of pre-school age, and of the need to prepare them for later schooling ;
7. Considering it essential to provide for international recognition of work done at this school, and to give all its teachers a status corresponding to their particular duties,
8. Recommends that the Committee of Ministers :
a encourage by all possible means the institution in Strasbourg of international schooling to cover the whole period from nursery to the end of the secondary level ;
b take steps, chiefly through governments of states directly concerned, to facilitate the recruitment of properly competent teachers for classes in the language and culture of their countries of origin ;
c seek, in agreement with the French authorities, means of ensuring that the status of this category of teachers is such that they will be assured all the guarantees necessary for the performance of their duties ;
d ensure the recognition in member states of attendance at the international school in Strasbourg, and of any certificates conferred by it.
