Standardisation of the rule of the road

Resolution 192 (1961)

Author(s):
Parliamentary Assembly
Origin
Assembly debate, on 26th April 1961 (5th Sitting) (see Doc. 1267, Report of the Legal Committee). Text adopted by the Assembly on 26th April 1961 (5th Sitting).

The Assembly,

Considering that it has in recent years made a number of proposals designed to facilitate greater freedom of movement between member States;

Considering that one of the means of achieving this objective is to facilitate travel abroad in motor vehicles;

Considering that different rules of the road make this more difficult, and, on occasion, involve actual risk ;

Considering that eleven member States drive on the right and four on the left, and that the longer any measures of standardisation are delayed, the greater will be the cost and the difficulty in the countries concerned in making the change-over;

Resolves to urge Representatives :

to call the attention of Governments, motoring organisations and other competent authorities in their countries to the desirability of standardising the rule of the road and of planning for the eventual introduction of a standard European rule, notably in their traffic legislation and in the construction of roads, fly-overs, cloverleaves and other road connections ;

to take steps to interest public opinion in their countries in this problem, since any change would be impossible in a democratic country unless public opinion is prepared for it and desires that the change-over should be made.
