The Assembly,
Having regard to paragraph 1 of Resolution (53) 38 of the Committee of Ministers, which reads as follows :
"When drawing up the draft Budget for the Council of Europe, the Secretary-General shall consult the Assembly on that part of the draft Budget which comprises the relevant operational appropriations. Such consultation shall take place in accordance with a procedure to be laid down by agreement between the President of the Assembly and the Secretary-General" ;
Having regard to the Secretary-General's letter dated 15th March 1962 defining the procedure to be followed for consultation in respect of the preparation of the draft Budget and of any changes in appropriations likely to occur during the Financial Year ;
Considering that the Committee on the Budget shares the work of drawing up the draft Budget for the Assembly with the Office of the Clerk of the Assembly and the Directorate of Administration ;
Considering that the Assembly meets only three times a year and that, therefore, it cannot itself express an opinion within a reasonable period of time on any changes contemplated during the Financial Year in budget appropriations made in respect of its own functioning,
Resolves :
The Committee on the Budget shall be authorised, after consulting the Clerk of the Assembly and the Director of Administration, to give an opinion on behalf of the Assembly on any change contemplated by the Secretary-General during the Financial Year in respect of that part of the Council of Europe Budget which contains the appropriations in respect of the functioning of the Assembly.
