Creation of a Committee on Science and Technology

Article 1

A Committee on Science and Technology is hereby created. The Cultural and Scientific Committee shall take the name of "Cultural Committee".

Paragraph 1 of Rule 43 is amended as follows :

"1. At the beginning of each Ordinary Session the Assembly shall set up the following general committees :

1 Political Committee,
2 Economic Committee,
3 Social Committee,
4 Legal Committee,
5 Cultural Committee,
6 Committee on Science and Technology,
7 Committee on Local Authorities ,
8 Committee on Rules of Procedure,
9 Committee on Agriculture,
10 Committee on Non-Represented Nations,
11 Committee on Population and Refugees,
12 Committee on the Budget,
13 Permanent Working Party on Parliamentary and Public Relations".

Article 2

The number of seats in the Committee on Science and Technology shall be 33, allotted to each of the member States as follows :

3 to France, the Federal Republic of Germany, Italy and the United Kingdom ;
2 to Austria, Belgium, Greece, the Netherlands, Sweden, Switzerland and Turkey ;
1 to Cyprus, Denmark, Iceland, Ireland, Luxembourg, Malta and Norway.

Article 3

Subject to the provisions of Rule 44, the Committee on Science and Technology shall be competent :

to prepare debates on science policy in the Assembly, to draw up periodical reports summing up the situation and trends in European co-operation in the field of science and technology ;
to follow the work of international and European organisations active in the field of scientific co-operation, especially those which present reports to the Council of Europe, and in particular to examine such reports or the relevant parts thereof ;
to put forward, where appropriate, concrete proposals for the promotion of European co-operation in scientific and technological matters ;
to follow developments in national Parliaments on science policy ;
to prepare the Assembly's Parliamentary and Scientific Conferences.

Article 4

In deciding on the appropriate Committee or Committees to examine Communications addressed to the Assembly by national, supranational or international organisations as a result of agreement between such bodies and the Assembly, the Bureau shall make full use of the provision set out in the last sentence of paragraph 3 of Rule 14 of the Rules of Procedure.

Article 5

This Resolution shall take effect when the Committee of Ministers has authorised the appropriations necessary for the functioning of the Committee on Science and Technology.
