2nd European Space Conference

The Assembly,

1. Recalling Recommendation 251 (1966) on European co-operation in space research and space technology ; Recommendation 461 (1966) on European co-operation in the field of space and Recommendation 477 (1967) on European space policy ;
2. Stressing the importance which a European space programme has for the competitiveness of European industry and continued growth of the European economy ;
3. Believing that the fate of a coordinated European space policy is a test case for the whole concept of a European science policy as well as a test case for European technological co-operation and, in the final analysis, for Europe's ability to bridge the technological gap ;
4. Having noted the results of the 1st European Space Conference held in December 1966 ;
5. Welcoming the holding of the 2nd European Space Conference in July 1967,
6. Resolves to invite the Conference to :
6.1 lay down a well co-ordinated European space policy with reasonable objectives, and to provide for the necessary allocation of resources, subject to effective budgetary control ;
6.2 construct, with a view to the future possible institution of a European Technological Community, a strong "model organisation" embracing ELDO, ESRO and CETS, to be an example for other organisations to follow in adapting to the future institutional and legal requirements of a European Technological Community ;
6.3 proceed to a first exchange of views on the possibilities of creating an Authority, to make proposals for a unified European science and technology policy, under the supervision of a Committee of Ministers, and the parliamentary influence of the Assembly of the Council of Europe ;
6.4 require the ELDO and ESRO Councils and Secretariats respectively to examine the market for customers of ELDO launchers and ESRO/CETS satellites with international organisations such as the World Meteorological Organisation as well as non-European States ;
6.5 inform the ELDO, ESRO and CETS Councils and Secretariats of the desirability of establishing a trainee fellowship programme with ELDO, ESRO and CETS for engineers from non-member countries, including Africa and Asia ;
7. Having regard to the importance which the Assembly attaches to this meeting
8. in Rome, looks forward to receiving information concerning the results of the Conference before the second part of the 19th Session of the Assembly of the Council of Europe in September 1967.
