The Assembly,

1. Conscious of the importance of the European Convention for the Protection of Human Rights and Fundamental Freedoms and the guarantees of individual liberty contained therein ;
2. Conscious of the desirability of strengthening the machinery set up by the convention by ensuring that as many states as possible recognise the right of individual petition and the compulsory jurisdiction of the European Court of Human Rights ;
3. Aware that allegations have been made that certain rights guaranteed by the convention have been infringed in the 1966 Malta General Election ;
4. Considering that the Assembly is not the proper forum for investigating the allegations referred to in paragraph 3 ;
5. Considering further that the proper forum for the investigation of such allegations would be the bodies responsible for ensuring the observance of the convention ;
6. Expressing its pleasure that Malta has now signed and ratified the convention, but conscious that Malta still does not recognise the right of individual petition or the compulsory jurisdiction of the European Court of Human Rights,
7. Calls upon those member states which have not yet signed or ratified the European Convention on Human Rights or recognised the right of individual petition and the compulsory jurisdiction of the European Court of Human Rights, to do so as soon as may be practicable.
