The Assembly :
1 Welcomes the fact that the European Space Conference achieved a considerable number of positive results, in particular :
1.1 the agreement to establish a unified Huropean Space Organisation open to all countries agreeing on furthering a programme of space science, space applications and applied research and including both those participating in launcher development and others ;
1.2 the agreement on the production and use of European launchers ;
1.3 the agreement to ask ESRO to execute a space applications programme starting with technical and economic studies of space applications ;
1.4 the agreement to continue space science activities in ESRO by a return to the provisions of the Convention through the unanimous determination of the 3-year level of resources 1969-1971, and to permit in principle the start of new projects extending beyond March 1972 ;
2 Notes with regret that no agreement was reached on the ELDO programme and that the United Kingdom's reservation, depending on her release from her ELDO commitments, puts in doubt several of the achievements listed above ;
3 Welcomes the adoption of a common European position for the forthcoming Intelsat negotiations ;
4 Welcomes the recent technical successes of ESRO and ELDO ;
5 Resolves to invite the governments participating in the European Space Conference :
5.1 to express before 1 March 1969 a positive opinion on their participation in the CETS experimental television relay satellite, so that the development of this satellite can start as soon as possible ;
5.2 to solve the problems of the United Kingdom and of Italy in ELDO so that the ELDO programme can proceed with vigour and so that the United Kingdom reservations can be lifted ;
5.3 to advance the work of the new Committee of Senior Officials so that the space application studies lead to early and fruitful results and so that the new unified organisation with its agreed programme can be set up rapidly.
