Reply to the 16th report on the activities of the Intergovernmental Committee for European Migration (ICEM)

The Assembly,
1. Having noted the 16th report on the activities of the Intergovernmental Committee for European Migration (
Doc. 2548) and the report by its Committee on Population and Refugees in reply thereto (
Doc. 2632) ;
2. Observing that migration increased considerably in 1968 and that more than 80,000 people were resettled in overseas countries ;
3. Believing that a great humanitarian task has thereby been accomplished in that it has been possible to resettle 50,987 refugees, who have thus found not only refuge but often a new homeland as well ;
4. Considering that the Intergovernmental Committee for European Migration, by greatly facilitating the emigration of technicians and experts to Latin America, has contributed to the programme of economic development of certain Latin-American countries, which corresponds with the wish expressed by the Consultative Assembly in its
Resolution 390 (1968) on relations with Latin America ;
5. Noting that the Intergovernmental Committee for European Migration made a special effort, between 21 August and the end of December 1968, to help Czechoslovak nationals who found themselves outside their country, whether refugees or not, and assisted 5,335 of them to emigrate,
6. Invites the European governments which are Members of the Intergovernmental Committee for European Migration, most of which also belong to the Council of Europe, to give increased political, financial and moral support to that organisation so that it can intensify still further its humanitarian efforts ;
7. Instructs its members to take all suitable steps in their national parliaments and vis-à-vis their governments with a view to supporting and promoting the work of the Intergovernmental Committee for European Migration.
