The Assembly,
1. Having taken note of the report by the Committee on Agriculture on problems concerning salmon fishing in the Atlantic (Doc. 3038), during whose preparation contact was made with relevant national and international governmental authorities and scientific organisations ;
2. Wishing to protect salmon stocks against over-fishing, both in the deep waters of the Atlantic and in the home rivers ;
3. Considering that the recommendations adopted in 1970 by the North-East and North-West Atlantic Fisheries Commissions, and which came into force for two years as from 1 January 1971, constitute in the present circumstances a reasonable compromise,
4. Urges :
a that these recommendations be strictly implemented by all the Contracting Parties ;
b that their provisions be extended to territorial waters ;
c that those countries where there are still salmon rivers take all appropriate steps to combat their pollution, so as to minimise any reduction attributable to that cause ;
d that all possible steps be taken on an international basis to prevent pollution of the sea since, in addition to its other undesirable effects, it is harmful to salmon and all other marine flora and fauna ;
5. Instructs its Committee on Agriculture to keep this matter on its agenda and to report to it again if developments in salmon fishing call for a review of the situation.
