The Assembly,
1. Referring to its Opinion No. 94 (1979), on draft regulations for a Council of Europe Human Rights Prize ;
2. Convinced that the Committee of Ministers will soon adopt these regulations in their present or slightly modified form ;
3. Desirous to act as quickly as possible once asked for its recommendations regarding winners of the Prize,
4. Instructs its President to transmit any nominations for the Prize to the Legal Affairs Committee ;
5. Instructs its Legal Affairs Commitee or, if so desired, its Sub-committee on Human Rights to make recommendations for the Prize and submit them directly to the Secretary General.
