2.1 commission an independent study to assess the visibility of the Council of Europe in its member states and make recommendations on how to enhance it;
2.2 give concrete follow-up to its decision of principle to set up Council of Europe outposts in every Council of Europe member state, as mentioned in Resolution (2000) 2 of the Committee of Ministers on the Council of Europe’s information strategy, if necessary by establishing appropriate partnerships with national, regional or local authorities, universities or other international institutions, with emphasis on information and communication work;
2.3 consider adjusting the location of Council of Europe information offices to ensure that they are present in all those member states engaged in the process of consolidating their democratic institutions, in countries for which the Council of Europe is the main interlocutor in the process of European integration and countries in which international organisations with which the Council of Europe maintains close co-operation are strongly represented;
2.4 modify the terms of reference of Council of Europe information offices so as to ensure a stronger emphasis on communication and media work;
2.5 allocate sufficient resources so that the Organisation’s communication activities reach the general public.
