In the draft opinion, paragraph 6, in the last sentence, replace the words " without compromising" with the following words:

"as long as these improvements do not compromise".

Explanatory note

The aim of this amendment is to make it clear that "improvements" should be considered only if they do not compromise the balance sought to be achieved.
