In the draft resolution, paragraph 28, replace the last sentence with the following sentences:

"The Assembly emphasises that, in principle, it is the sole right of the Turkish citizens to decide on the democratic political system they wish to have. However, the principles of the separation of powers and of the rule of law must be respected and the necessary checks and balances must remain as an essential part of any new system. The Assembly regrets that voters were not provided with sufficient information about the content of the constitutional reforms and that insufficient time was allowed for public debate."
