1. The Committee of
Ministers has examined Parliamentary Assembly
Recommendation 2200 (2021) “Urgent need for electoral reform in Belarus”, which
it has transmitted to the European Commission for Democracy through
Law (Venice Commission) and the European Committee on Democracy
and Governance (CDDG) for information and possible comments.
2. The Committee recalls that, on 17 March 2022, due to the active
participation of Belarus in the aggression of the Russian Federation
against Ukraine, it decided to suspend relations between the Council
of Europe and this country under the terms agreed in its decision
CM/Del/Dec(2022)1429/2.5.
3. The Committee of Ministers will re-examine the recommendations
made by the Parliamentary Assembly in its
Recommendation 2200 (2021) when it considers that the conditions for re-establishing
relations with Belarus are met.
