A new totalitarian ideology and practice of Ruscism – which is the ideology of the Russian terrorist regime – has become a source of crimes such as crime of aggression, war crimes, crimes against humanity and genocide, committed by the Russian Federation against Ukraine, as well as in Chechnya and Syria. Ruscism is a mixture of totalitarian ideologies and practices such as Soviet totalitarian communism, Nazism, Russian chauvinism and imperialism.
Ideology and practice of Ruscism, as a kind of Russian fascism, should be denounced in Europe as well as in the world.
The propaganda of Ruscism and its symbols should not be protected by freedom of speech. Glorification of Ruscism should not be tolerated in the member States of the Council of Europe.
