In the draft resolution, at the end of paragraph 11, insert the following words:

"The Assembly should also note that the terrorist organisations that Israel is fighting do not uphold the same standards or respect international law, and often take advantage of this fact when in conflict with democracies which are defending themselves.".

Explanatory note

It should be recalled that while Hamas and other terror organisations are not states, they have the same obligations.
