It recommends a coordinated response involving collaboration with international organisations such as the EU and OSCE. Emphasising the importance of free and fair elections, the document notes concerns about foreign manipulation through misinformation and voter sentiment distortion. It commends efforts to counter these threats, including the Council of Europe's initiatives on misinformation, algorithmic manipulation, and the Vilnius Convention on artificial intelligence. The Assembly urges the Committee of Ministers to enhance tools to counter foreign interference, promote societal resilience, and establish a clear operational definition for better policy alignment.
