The Assembly,

Considering that it is desirable to find a solution to the two-fold problem of armaments and economic and social recovery, which must be faced without giving the one priority over the other,

Considering that individual nations are unable, out of ordinary budget funds or by increased taxation, to provide the funds needed for this two-fold task,

Decides to include the following question in its Agenda :

" Issue of a collective loan for European Defence. " »
