In the draft resolution, at the end of paragraph 8, insert the following sentences:

"Until a Dialogue Platform with the representatives of indigenous peoples and national minorities is established, one third of the seats for the Platform shall be reserved for the representatives of indigenous peoples and national minorities of the Russian Federation, reflecting their share of the population of the Russian Federation. When a Dialogue Platform for the indigenous peoples and national minorities of the Russian Federation is established, this quota will be terminated."
