Türkiye should stop committing transnational repression

We, the undersigned, declare the following:

Due to its actions since 2016, which have led to an aggressive campaign targeting individuals through the misuse of legal mechanisms, Türkiye was explicitly mentioned as a perpetrator of transnational repression in Parliamentary Assembly Resolution 2509 (2023) “Transnational repression as a growing threat to the rule of law and human rights”.

In addition to rendition from other countries, Türkiye continuously abuses anti-terror financing measures, ignoring the adopted resolution. This results in financial exclusion of targeted NGOs and individuals, many of whom are citizens of other member States, thereby preventing them from carrying out human rights activities and participating in economic and social life. These acts of transnational repression undermine the values of the Council of Europe and violate the guarantees stated by the European Convention on Human Rights.

In order to prevent further abuse by the Turkish Government, and in accordance with Resolution 2509 (2023) and Recommendation 2257 (2023), we call on the Assembly and the Committee of Ministers to take decisive action and urge member States to apply additional vetting to extradition requests, INTERPOL Red Notices and other forms of inter-State assistance, including anti-money laundering and anti-terror financing measures, from the governments that have a track record of committing transnational repressions, misusing INTERPOL and other co-operation mechanisms.
