1 Introduction

At its meeting on 26 June 2026, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the third part-session of 2026 (Friday 26 June) to the pre-session Bureau meeting of the fourth part-session of 2026 (Monday 28 September).

The present report includes the decisions taken at the Bureau meetings held on 26 June 2026 in Strasbourg, on 3 September 2026 in Paris, as well as by written consultation on 21 September 2026. Chapter 2 presents a list of decisions which do not require ratification. Chapter 3 presents a list of decisions taken by the Bureau on 3 September that require ratification at the opening of the fourth part-session of 2026.

An addendum to this report will be issued after the Bureau meeting of 28 September, which will include decisions to be ratified by the Assembly at the opening of the fourth part-session of 2026. Another addendum will be issued after the Bureau meeting of 2 October. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees which will have been approved by the Bureau.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Bosnia and Herzegovina, Spain and Switzerland is published as Addendum 2 to this report.

The Bureau will hold its next meetings on Thursday 26 November 2026 in Budva, Montenegro, and on Monday 7 December 2026 in Vienna. The Standing Committee will meet in Budva on Friday 27 November 2026.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Follow-up to the third part-session of 2026 (Strasbourg, 22-26 June)

On 26 June, the Bureau approved the proposals for follow-up to the part-session by the Secretary General of the Parliamentary Assembly, subsequently ratified by the Assembly.

2.2 Communications

On 3 September, the Bureau took note of the communication by the President of the Assembly and held an exchange of views with the Deputy Secretary General of the Council of Europe.

2.3 Fourth part-session of 2026 (Strasbourg, 28 September-2 October)

2.3.1 Draft agenda

On 3 September, the Bureau drew up the draft agenda of the fourth part-session of 2026.

2.4 References and transmissions to committees

On 26 June, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16430 Add. 2, which was ratified by the Assembly on the same day.

2.4.1 Extension of references

During the reference period, the Bureau also approved the following requests for extension of references:

• Frontline States: the role of the Council of Europe in implementing the EU Pact on Migration and Asylum, Doc. 16056, motion for a resolution, Reference 4842 of 29 November 2024 – validity: 29 November 2026: extension until 29 November 2027;
• Shaping the Parliamentary Assembly’s relations with the United Nations Human Rights Council, Doc. 15807, motion for a resolution, Reference 4766 of 9 October 2023 – validity: 9 October 2026: extension until 9 October 2027.

2.5 Election observation

2.5.1 Assembly of Kosovo* [(1) *Any reference to Kosovo – whether to the territory, the institutions or the population – must be understood in full accordance with United Nations Security Council Resolution 1244 and without prejudging the status of Kosovo.]: early elections (7 June 2026)

On 3 September, the Bureau approved the report of the observation mission.

2.5.2 Kazakhstan: early parliamentary elections (23 August 2026)

On 26 June, the Bureau approved the revised list of members of the ad hoc committee to observe these elections (Appendix 1).

On 3 September, the Bureau took note of the statement of the observation mission.

2.5.3 Morocco: parliamentary elections (23 September 2026)

On 26 June, the Bureau approved the revised list of members of the ad hoc committee to observe these elections (Appendix 2).

On 3 September, the Bureau took note of the statement of the pre-electoral observation mission, approved the revised list of members of the ad hoc committee to observe these elections and appointed Ms Sevilay Çelenk (Türkiye, UEL) as vice-chairperson of the delegation for the main mission.

2.5.4 Bosnia and Herzegovina: general elections (4 October 2026)

On 26 June, the Bureau approved the revised list of members of the ad hoc committee to observe these elections, including out-of-country voting observation.

On 3 September, the Bureau approved the revised list of members of the ad hoc committee to observe these elections, concluded that the conditions for meaningful observation of out-of-country voting were not met, and decided to postpone the out-of-country voting pilot project to another election (Appendix 3).

2.5.5 Bulgaria: presidential election (25 October 2026)

On 3 September, the Bureau took note of the invitation to observe this election and decided not to follow up on it.

2.5.6 Serbia: early parliamentary elections (25 October 2026)

On 21 September, by written consultation, and subject to receiving an invitation, the Bureau of the Assembly approved the list of members of the ad hoc committee to observe these elections (Appendix 4), and appointed Mr Piero Fassino (Italy, SOC) as chairperson and Mr Dominik Oberhofer (Austria, ALDE) as vice-chairperson.

2.5.7 Palestine: parliamentary elections (28 November 2026)

On 26 June, the Bureau decided, subject to security conditions, to observe these elections and to set up an ad hoc committee composed of 20 members (SOC-7; EPP/CD-5; ECPA-4; ALDE-3; UEL-1), subsequently ratified by the Assembly.

On 3 September, the Bureau took note of the new date and the updated information regarding the security situation.

2.5.8 Annual meeting of the signatories to the Declaration of Principles on International Election Observation (La Antigua, Guatemala, 2-4 December 2026)

On 3 September, the Bureau appointed Mr Antonio Gutiérrez Limones (Spain, SOC) as the Assembly’s representative to participate in this meeting.

2.5.9 Parliamentary Alliance for Free and Fair Elections

On 3 September, the Bureau approved the revised list of members of this Alliance (Appendix 5).

2.6 European Holocaust Memorial Day for Roma and Sinti (Auschwitz-Birkenau, Poland, 2 August 2026)

On 26 June, approved the list of members of the ad hoc committee of the Bureau to participate in this event and appointed the President of the Assembly as its chairperson (Appendix 6).

2.7 Václav Havel Human Rights Prize

On 3 September, the Bureau took note of the shortlist made by the Selection Panel at its meeting in Prague on 1 September 2026, consisting of (in alphabetical order): Ms Masih Alinejad (Iran-America), Ms Márta Pardavi (Hungary) and Ms Nasrin Sotoudeh (Iran).

2.8 Anticipation Summit 2026 (Geneva, Switzerland, 14-15 October)

On 26 June, the Bureau decided to set up an ad hoc committee of the Bureau to participate in this event, composed of two members of the following committees: Committee on Political Affairs and Democracy, Committee on Legal Affairs and Human Rights, Committee on Social Affairs, Health and Sustainable Development, Committee on Migration, International Protection and Economic Co-operation, Committee on Culture, Science, Education and Media, Committee on Equality and Non-Discrimination and the Special Committee on the New Democratic Pact, subsequently ratified by the Assembly.

On 21 September, by written consultation, the Bureau approved the list of members of the ad hoc committee to participate in this event (Appendix 7).

2.9 2026 World Forum for Democracy (Strasbourg, 2-3 November)

On 26 June, the Bureau approved the list of members of the ad hoc committee of the Bureau to participate in this event (Appendix 8).

2.10 Institutional representation of the Parliamentary Assembly in 2026

On 26 June, the Bureau approved the proposals contained in the document (Appendix 9).

2.11 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

On 26 June, the Bureau approved the list of candidates in respect of Bosnia and Herzegovina, which it forwarded to the Committee of Ministers.

2.12 Meetings of the Standing Committee and the Bureau in 2027

On 3 September, the Bureau approved the proposals contained in the memorandum prepared by the Secretariat (Appendix 10).

2.13 Meetings elsewhere than Strasbourg and Paris

During the reference period, the Bureau authorised (subject to the availability of funds):

• the Parliamentary Network on the situation of the children of Ukraine (Committee on Social Affairs, Health and Sustainable Development) to meet in Moisei, Romania on 13 August 2026;
• the Sub-Committee on the European Social Charter (Committee on Social Affairs, Health and Sustainable Development) to meet in Bern on 14 October 2026;
• the Special Committee on the New Democratic Pact to meet in Budapest on 26 and 27 October 2026;
• the Parliamentary Network on the Situation of the Children of Ukraine (Committee on Social Affairs, Health and Sustainable Development) to meet in Vienna on 3 November 2026 (financed by voluntary contributions);
• the Sub-Committee on External Relations (Committee on Political Affairs and Democracy) to meet in New York on 9 to 11 November 2026;
• the Sub-Committee on the Europe Prize (Committee on Social Affairs, Health and Sustainable Development) to meet in Reggio Emilia, Italy on 12 and 13 November 2026.

3 Decisions of the Bureau requiring ratification by the Assembly

3.1 References and transmissions to committees

On 3 September, the Bureau considered and approved the following references and transmissions to committees:

• Territorial cohesion: a strategic imperative for a sustainable Europe, Doc. 16438, motion for a resolution: reference to the Committee on Social Affairs, Health and Sustainable Development for report;
• Access to support services, protection and assistance for all women victims of violence: from principles to reality on the ground, Doc. 16439, motion for a resolution: reference to the Committee on Equality and Non-Discrimination for report;
• Preventing and combating femicides in Europe, Doc. 16440, motion for a resolution: reference to the Committee on Equality and Non-Discrimination for report;

3.2 Election Observation

3.2.1 Serbia: early parliamentary elections (25 October 2026)

On 3 September, the Bureau, subject to receiving an invitation, decided to observe these elections and to set up an ad hoc committee composed of 20 members (SOC-7; EPP/CD-5; ECPA-4; ALDE-3; UEL-1), as well as the two co-rapporteurs of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee), and to organise a pre-electoral mission.

3.2.2 Kyrgyzstan: presidential election (27 January 2027)

On 3 September, the Bureau, subject to receiving an invitation, decided to observe this election and to set up an ad hoc committee composed of 11 members (SOC-3; EPP/CD-3; ECPA-2; ALDE-2; UEL-1).

The Assembly is invited to ratify these Bureau decisions.
