Dear Monsieur Mollet,

In accordance with the provisions of Article 36 (b) of the Statute I have pleasure in transmitting to you herewith Resolution (55) 10 in which the Committee of Ministers recommends Mr. Dunstan Curtis, Counsellor in charge of Committees in the Office of the Clerk to the Assembly, for appointment by the Consultative Assembly to tbe post of Deputy Secretary-General, in succession to Mr. A. H. Lincoln.

I duly informed tbe Committee of Ministers of the views expressed by the representatives of the Asseriibly during tbe discussion of this question at the meeting of the Joint Committee last night. My colleagues noted with sympathy the desire of tbe Assembly to be allowed to choose freely between the best available candidates for a given post, whenever this is practicable. They have asked me to emphasise that the withdrawal of three of the four candidatures on this occasion is in no way due to any wish on the part of the Committee to restrict the freedom of choice of the Assembly in future appointments of this kind.

In this particular case, however, and as a result of the wide measure of support accorded to the candidature of Mr. Curtis in the Committee of Ministers, the names of each of the other three candidates were withdrawn independently by the proposing Governments.

It was in these circumstances that the Committee adopted Resolution (55) 10 recommending Mr. Curtis alone for the post of Deputy Secretary-General.

Resolution (55) 10 on the Appointment of a New Deputy Secretary-General

The Committee of Ministers,

Having regard to the letter of 23rd March, 1955 from Mr. A. H. Lincoln, Deputy Secretary- General, in which he has tendered his resignation;

Having consulted the representatives of the Assembly in the Joint Committee about the election of his successor;

Taking note of the withdrawal of the other proposed candidatures,

Resolves :

1 that Mr. Lincoln's resignation be accepted;
2 that its appreciation of the services he has rendered to the Council of Europe be expressed;
3 that it be recommended to the Consultative Assembly that it adopt, for the post, of Deputy Secretary-General, the. candidature of Mr. Dunstan Curtis.
