Measures to be taken by the Member States for the protection of consumers

The Assembly,

Considering that the promotion of social progress is one of the aims of the Council of Europe;

Considering that the protection of consumers and the organisation of consumers' interests, in general, are powerful factors in the improvement of living conditions;

Believing that co-operation between the member countries in this matter would be likely to promote a notable improvement in national methods and to make a useful contribution to the elaboration of a joint European policy in this field,

Recommends to the Committee of Ministers :

1 that it should invite Member States :
a to encourage the development of national bodies such as Home Research Institutes concerned with the establishment, in the interests of the consumer, of standards of performance and the testing, labelling, grading and specification of products in order that the consumer may effect his purchases with full knowledge of the facts; and
b to assist him by a wide dissemination of data on prices;
2 that it instruct the Secretary-General to invite the representatives of associations and institutions, concerned with the protection of consumers' interests in the Member States to meet at the Seat of the Council of Europe in order to study means of encouraging a continual exchange of experience between these organisations and to examine the desirability of creating, under the aegis of the Council of Europe, a European Consumers' Institute, and to make any appropriate suggestions on this subject to the Assembly.
