That the Secretariat be instructed to take the following steps:

1. While the Assembly is in Session, only the following documents shall be placed in the pigeon-holes of Representatives: Minutes of Proceedings, Reports of Debates, the Notice Paper, Documents of the Committees of which the Representative is a member and a daily list of the documents which have become available to Representatives.

2. While the Assembly is not in Session only the following documents shall be sent to Representatives: draft Agenda, Documents of Committees of which the Representative is a member and a periodical list of the other documents which have become available to Representatives.

3. During Sittings of the Assembly, dossiers of all the working papers relevant to that Sitting of the Assembly shall be available on tables at the entrances to the Assembly Hall.

4. All other documents shall be supplied to Representatives on request..

Explanatory Memorandum

The purpose of this draft Order is to lighten the burden of papers which confronts a Representative day by day, to facilitate his participation in the Assembly debates and to reduce expense. Under the present method of distribution a Representative receives a large number of papers with which he is not immediately concerned. Under the provisions of the draft Order, a Representative would be made aware of all Assembly papers which had become available, and he would be assisted in selecting or referring to those papers which interested him. He would have readily available to him on entering the Assembly Hall those papers relevant to the debates at that Sitting. Service to Representatives would thus be improved, and economies in paper would be made. This applies to official Council of Europe documents and does not affect other non-official papers which may be circulated to Representatives.
