The Assembly,
At the conclusion of t h e debates h e l d in a c c o r d a n c e w i t h t h e p r a c t i c e i n s t i t u t ed in 1953, a t its April and October sessions, on t h e policy of t h e Council of E u r o p e i n t h e light of recent developments in the i n t e r n a t i o n al s i t u a t i o n and, in p a r t i c u l a r , a common Europe a n policy t o w a r d s t h e E a s t;
I n reply to Resolution (55) 35 in w h i c h t h e Committee of Ministers r e q u e s t edi t " t o p u r s u e its efforts to ensure t h a t East-West problems are considered and discussed f r om a common E u r o p e a n point in v i e w ";
Convinced t h a t t h e i n t e r n a t i o n a l situati o n makes it increasingly necessary for Member States to achieve u n i t y of action, w i t h o u t which t h e v i t a l i n t e r e s t s of Europe c a n n o t be safeguarded;
Considering t h a t t h e Assembly's discussions on general policy cannot be really effective unless the Committee of Ministers ensures t h e a p p l i c a t i o n of t h e g u i d i n g principles t h a t emerge from t h e s e d e b a t e s,
R e c o m m e n d s to the Committee of Ministers :
The Assembly considers t h a t certain c o u n t r i e s which h a v e decided t o k e e p out of alliances should, nevertheless, recognise t h at t h e y share a common i n t e r e s t w i t h t h e West in p r e s e r v i n g t h e i r freedom and in upholding in i n t e r n a t i o n a l life t h e principle of t h e inviola b i l i t y of t r e a t i e s.
The W e s t e r n countries should declare t h e i r r e a d i n e s s , w h e t h e r funds can be released b y d i s a r m a m e n t or n o t , t o c o n t r i b u t e t o a largescale programme of financial and technical a s s i s t a n c e for t h e development of t h e underdeveloped c o u n t r i e s . This a s s i s t a n c e , a t o k e n of d e v o t i o n t o t h e cause of m a n k i n d , m u s t b e given, w i t h o u t r e g a r d t o economic a n d p o l i t i c a l r i v a l ry or i n t e r e s t , in such a w a y as t o cause no i n t e r ference w i t h t h e i n t e r n a l and e x t e r n a l freedom of t h e beneficiaries. The l a t t e r in t u r n should assume such elementary responsibilities as h o n o u r i n g signed a g r e e m e n t s and p u t t i n g such funds to p r o p e r use. Assistance is r e q u i r e d in t h r e e fields : u n d e r - d e v e l o p e d areas within E u r o p e , overseas countries in w h i c h E u r o p e an S t a t e s have special r e s p o n s i b i l i t i e s , and indep e n d e n t countries.
The Assembly believes, moreover, t h at a special s t u d y should be m a d e of t h e p r o b l em as a whole.
The Assembly :
Notes t h a t the a t t i t u d e a d o p t e d by t h e E g y p t i a n Government in the nationalisa t i o n of t h e Universal Suez Canal Company is i n c o m p a t i b l e w i t h t h e spirit of i n t e r n a t i o n al c o - o p e r a t i o n , and undermines the confidence e s s e n t i a l t o good r e l a t i o n s b e t w e e n n a t i o n s ; it condemns this u n i l a t e r a l and a r b i t r a r y act, which was bound to lead to a serious intern a t i o n a l crisis. Any changes i n t h e conditions g o v e r n i n g t h e o p e r a t i o n of t h e Suez Canal are of p a r t i c u l a r concern t o t h e W e s t e r n countries, which a r e s t r i c t l y w i t h i n t h e i r r i g h t s i n demandi n g t h a t Egypt should provide guarantees w i t h r e g a r d t o f r e e d om of n a v i g a t i o n t h r o u gh t h e Canal e q u i v a l e n t t o those p r o v i d e d under t h e 1888 Convention and the Concession C o n t r a c t s of t h e Universal Company;
Considers t h a t t h e proposals a d o p t ed b y t h e eighteen Powers at t h e London Confere n c e c o n s t i t u t e a j u s t and p r a c t i c a l basis for a r r i v i n g a t a peaceful s e t t l e m e n t of t h e d i s p u t e;
A p p r o v e s b o t h of t h e F r a n c o - B r i t i sh R e s o l u t i o n of 1 4 t h October 1956—the first p a rt of which was a d o p t e d u n a n i m o u s l y and the second b y all members of t h e S e c u r i t y Council e x c e p t for t h e t w o Communist Powers.
T h e s y s t em e s t a b l i s h e d in accordance w i t h t h e principles a d o p t e d by the Security Council should include an i n t e r n a t i o n a l body c o m p a t i b l e w i t h t h e t e r r i t o r i a l s o v e r e i g n t y of t h e E g y p t i a n S t a t e — a n d h a v i n g t h e necessary powers to ensure the proper a d m i n i s t r a t i on of t h e Canal and the respect of freedom of n a v i g a t i o n w i t h o u t discrimination.
The Assembly :
Notes t h a t t h e d i s p u t e concerning t he i s l a n d of Cyprus c o n s t i t u t e s a serious danger t o t h e u n i t y of a c t i o n of t h e member countries of t h e Council, p a r t i c u l a r l y in t h e Mediterran e a n area;
Urges t h e member c o u n t r i e s concerned t o m a k e e v e r y effort t o consult t o g e t h e r and to a r r i v e as q u i c k l y as possible at an a g r e e m e n t;
P l a c e s itself at the disposal of the G o v e r n m e n t s to assist in securing an agreem e n t , if t h i s is c o n s i d e r e d p o s s i b l e;
R e q u e s t s the Bureau to bring the p r e s e n t offer t o t h e n o t i c e of Member Governme n t s .
The Assembly considers it indispensa b l e and a m a t t e r of u r g e n c y to s t r e n g t h en A t l a n t i c s o l i d a r i t y w i t h i n t h e framework of t he NATO T r e a t y , t h e basic a im of which is t he defence of t h e W e s t e r n c o u n t r i e s . N. A. T. 0. s h o u l d be in a p o s i t i o n to ensure p e r m a n e nt c o - o r d i n a t i o n between the foreign policies of t h e member countries on all problems of common concern a r i s i n g w i t h i n a n d o u t s i d e t he a r e a of a p p l i c a t i o n of t h e T r e a t y . N. A. T. 0. m u s t also e n s u r e t h a t Article 2 of t h e T r e a t y is effectively applied. In t h e psychological field, e v e r y effort must be made t o ensure t h a t the people of t h e member countries of N. A. T. 0 . u n d e r s t a n d one a n o t h e r ' s views.
The Assembly proposes t h a t a second " S t r a s b o u r g Conference " be held i n t h e near f u t u r e , t o which should be i n v i t e d a delegation f r om t h e U n i t e d States Congress a n d a delega t i o n from t h e C a n a d i a n P a r l i a m e n t.
The Committee on General Affairs h e r e w i t h submits to t h e Assembly a draft R e c o m m e n d a t i o n on t h e general aspects of " t h e p o l i c y of t h e Council of E u r o p e in t h e l i g h t of r e c e n t d e v e l o p m e n t s in t h e i n t e r n a t i o n al s i t u a t i o n and, i n p a r t i c u l a r , a common Europ e a n policy t o w a r d s t h e E a s t " . There follow t h r e e draft R e s o l u t i o n s a n d o n e d r a f t Order on c e r t a i n d e t a i l e d aspects of Council of Europe policy. These d e t a i l e d aspects were examined as far as t h e y affect t h i s policy.
