The Assembly,
Considering that the problem of assistance to underdeveloped areas is of growing importance and that it requires, as stated in the Report on General Policy (Doc. 539, para. 27), the working out of « a veritable charter of assistance »
Resolves to attempt to draw up a plan of work which would incorporate the political, economic and social principles on the basis of which substantial technical and financial aid could be most satisfactorily given and accepted by all States in question.
