The Assembly,
Believing that it can make a constructive contribution to the study of the causes of crime and of recidivism;
Considering that an interchange of information as to methods of punishment and of reform of criminals would be of great public advantage;
Considering, furthermore, that international collaboration in this field is desirable,
Recommends to the Committee of Ministers that they should initiate a study on all aspects of penal reform on the basis of the Assembly's proposals.
