Secure action by the European delegates in the General Assembly of the United Nations with regard to an international mandate for Libya

Iii view of the impossibility of ensuring the modernisation, equipment and organisation of the three impoverished territories of Cyrenaica, Tripolitania and Fezzan,—which have been artificially joined together, in spite of the lessons of history, the geographical characteristics of the countries and the desire of the inhabitants— without the help of European technicians, labour and capital;

The Consultative Assembly recommends that the Committee of Ministers should instruct the European Representatives of the United Nations Organisation, before whom the case has been brought by Mr. Adrian Pelt, the United Nations Commissioner in Lybia, to entrust the mandates on these three territories to three European States, as follows :

The Mandate for Cyrenaica, to England,
The mandate for Tripolitania, to Italy, and,
The Mandate for Fezzan to France.
