The Assembly,
Considering that various projects for the construction of a tunnel under the Channel have been under study for nearly a century;
Considering that a new and detailed project has recently been put forward by the Channel Tunnel Study Group, an organisation which was specially created for the purpose by the French and British Channel Tunnel Companies, the Suez Canal Company and Technical Studies Incorporated of New York;
Having been informed that the French and British Governments will probably take a decision, at least in principle, in the near future.
Believing that there is a European interest in carrying out this scheme in one or other form proposed, as it would undoubtedly facilitate trade and travel between the United Kingdom and the continent of Europe, thus having an immediate economic interest and probably also long-term political and psychological advantages,
Recommends to the Committee of Ministers that it should, in accordance with Article 15 (b) of the Statute, recommend to the Governments concerned that they should take favourable action regarding the construction of as complete a means of communication as possible either by a tunnel or by a bridge between France and Great Britain.
