Concerning the situation in Cyprus

acting in the name of the Assembly in accordance with Article 39 of the Rules of Procedure, on 24th February 1964. Text adopted by the Standing Committee,
1. The Assembly,
2. Deploring the tragic events which have desolated the Republic of Cyprus and condemning all recourse to violence,
3. Recalls that the Assembly has stated in Resolution 266 that it is ready "to consider sending to Cyprus a sub-committee with instructions to prepare a report for the Assembly on the situation and, so far as possible, to contribute to a solution" ;
4. Notes that the dispute has been referred to the Security Council of the United Nations ;
5. Considers nonetheless that the Council of Europe must be ready at all times, in a spirit of European solidarity and within a European institutional framework, to take all practical steps likely to contribute effectively to the re-establishment of order and to the solution of the dispute ;
6. Instructs its Political Committee if need be to take, in consultation with the President of the Assembly, such steps as will seem appropriate to it ;
7. Recommends that the Committee of Ministers hold an emergency meeting as soon as possible and consider taking all appropriate measures falling within its competence.
