The Assembly,

1. Having examined the report of its Committee on Culture and Education on development education (Doc. 5832) ;
2. Having regard to its Resolution 747 (1981) on global prospects - human needs and the earth's resources, as well as to its Resolutions 843 (1985) and 878 (1987) on the organisation of the European Public Campaign on North-South Interdependence and Solidarity (spring 1988) ;
3. Having regard also to its Resolution 477 (1971) on education and development, and its Recommendation 937 (1982) on the role of education in the protection of the environment in Europe ;
4. Drawing attention to major world issues such as debt, unemployment, the consumption of non-renewable natural resources and abuse of the environment, and regarding the problems of the developing countries as being equally of global relevance ;
5. Stressing the urgent need to educate public opinion, in both industrialised and developing countries, on such issues ;
6. Noting that such development education is relevant not only in school curricula, but also in programmes for the professional training of those involved in development problems and for the general public of industrialised countries ;
7. Welcoming the action already undertaken by the Council of Europe and other international organisations for education in an interdependent world ;
8. Drawing attention to the United Nations World Cultural Development Decade to be directed by Unesco from 1988 to 1998 ;
9. Considering that the European Public Campaign on North-South Interdependence and Solidarity represents a significant opportunity for promoting development education in member countries,
10. Recommends that the Committee of Ministers :
a ask the governments of Council of Europe member states :
i to encourage the promotion of development education so that European public opinion will become aware of the growing interdependence between Europe and the developing countries and of the need for solidarity, and to allocate funds for this purpose,
ii to make better use of the relevant Council of Europe organs for alerting the public to the need for North-South co-operation ;
b foster co-operation with the European Community and organisations active in development education, such as Unesco, Unicef and Habitat, so as to make better use of available budgetary resources for the promotion of :
i innovations,
ii co-operation between non-governmental organisations,
iii teacher exchanges,
iv youth participation,
v the preparation of appropriate teaching material,
vi artistic activities,
vii environment education,
viii the training of journalists and mass media professionals ;
c concentrate Council of Europe activities in the field of development education on :
i intercultural skills and understanding,
ii seminars for teachers involved in development education, in particular on the problem of the integration of women in developing countries,
iii iii. preparing young people in Europe for life in an interdependent world,
iv the use of the new technologies to establish links between schools across the world.
